Thank you very much Dean. I am delighted to be back at the Law School this afternoon. As I look around the room, I see people from my past and present. I was a student of Professor Gorman and Professor Lesnick in the early 1970s. A few years later, I worked with individuals who are in the audience from the State Department of Education in Harrisburg. Richard Mandell' was part of the interviewing committee that was kind enough to invite me to come to Philadelphia as superintendent two and one-half years ago. Also in the audience is Barbara Bravo, the principal of the Masterman School. One of my favorite professors was Professor Ed Sparer, whom this conference honors. I remember, particularly, a course I took with him in Welfare Law, where as a class exercise we lived on an AFDC2
